It's probably just me, but I think tracing something (especially this well) takes a lot more skill than taking a photograph. I wouldn't mind. And there are far too many differences for this to be a mere trace.

He seems to have duplicated parts of the original photo and then scale and rotated them into position before tracing them. The parts where the way the light hits and wraps around (and the associated shadows) identical to the original are the ones I'd call tracing. Some parts fall more into reference territory as he doesn't use their exact shapes or forms (ie. the ribcage, breasts).

He should admit it outright if he used reference, but drawing from photos doesn't say anything bad about artist's skill.
Ever heard of Norman Rockwell? Yeah, the American painter. He used photos as a reference for his work all the damn time. And I don't mean just details, he set up whole compositions, photographed them, and used the photographs as a source for his paintings.
