She's not a shikigami. She is Yukari's soeur.
She is a spoiled bratty little girl who doesn't know the real world. She got into heaven on her parent's coattails.
Yukari is the youkai sage steeped in worldly wisdom.
When you put the two together you get the spoiled innocent girl who sees the world through fresh eyes, and the wizened jaded cynic.
One gives the other knowledge and tough love, the other gives a fresh outlook and the occasional surprise that keeps life interesting.
They're great together.

Yeah, there was another one after that.
Including the cover to the one you've linked there are 4 stories so far I think.
Tenkomori, Skyscraper, something where Yukari and Tenshi bathe together and Tenshi kisses her, and now this new book.
Those are just the ones I know, in the order I think they're in.
