That's the thing I like about Touhou.
You got a huge pile of characters with small breasts or even flat, because ZUN's games are for lolicons.
But for every 10-14 DFC characters he makes 1 awesome ookii-oppai character.
And even though they're the minority - each and everyone of them is insanely strong. As if to make a statement that a woman's chest is a sign of her power.
