There's already been discussion of editing in new characters to the fighting games.
Graphically it isn't difficult.
The problem is that almost all of the bullet behavior is hard coded geometry.
If not for the hard coding limits I wouldn't be surprised if someone had already attempted to add characters.
And if someone were going to start editing in characters they should limit their creativity to movesets. Touhou has plenty of characters to tap for appearances.
