Currently with all the retcons, it's unspecified.

Originally it was stated that protoss, while not mammals since they do not nurse their young, they do reproduce in the way associated with mammals. Male impregnates the female, female carries the child, gives birth to live young, and so forth. Also it was stated that protoss exhibit no external sexual characteristics - both the male and female have similar genital regions.

Since perhaps that was a bit too much information, I guess Blizzard had some reason for the long line of retcons.
