There is only one major male character in Touhou, and the common Anon would naturally become another main, automatically gaining a h4x power (I'd say the complete annihilation of anything from existence at will, even metaphysical concepts such as other character’s powers, fuck yeah).

The character’s backstory is a fusion of the Yamata no Orochi myth and Jiraiya Goketsu Monogatari. If you don't know where this is going yet, the character is basically a continuation of the Yashagoro character from the latter story, a character also known as "Orochimaru," but that name has been raped to hell and back by Naruto, so… BAAAW. In any case, he’s very much like Kaguya in the fact that his origins are siphoned from Japanese mythology.

The Yamata no Orochi’s role comes into play as the reason for why aforementioned Yashagoro went batshit. It’s pretty much the same monster the myth portrayed it as except outrageously malicious to the point of causing wanton destruction just because it can, which, come to think of it, may not be a departure at all depending on what version of the myth you‘re looking at. In direct combat the Orochi could overpower a God with a supremely high power level, forcing said God to resort to a more tactical approach.

Needless to say, the God‘s, who’s name was Susano-o, plan works, the Orochi is dismembered and the ever popular Kusanagi is obtained. This is where the story branches off. The Kusanagi basically becomes Touhou’s version of Soul Edge, containing the malevolent will of the gigantic serpent from whence it was retrieved. Susano-o throws the evil weapon away and the rest of his story stays pretty much the same from that point onward.

In comes Yashagoro Yakumo, an extremely powerful and arrogant ninja who follows the descendant of Susano-o known as Jiraiya, being him and his wife Tsunade’s most powerful disciple, possibly even surpassing them. Yashagoro is immensely skilled in magic revolving around snakes, however, he is very envious of his older sister Yukari because she inherited the natural ability to manipulate boundaries and he did not, a fact which spurred him to learn magic and ninjutsu in the first place.

Yashagoro discovers the Kusanagi generations after the initial destruction of the Orochi and the serpent’s spirit, contained within the blade, promises him immense power that will allow him to surpass even his sister at the cost of giving it a new host body. Yashagoro’s pride gets the better of him and he allows his and the Orochi’s minds to fuse, creating a personality not much different from its components, possessing excessive narcissism on one end and terrifying sadism on the other, losing all empathy in the process.

To test his newfound power, Yashagoro, who jokingly nicknames himself Orochimaru, decides to see if he can defeat his former masters, and, needless to say, he does, severely poisoning Jiraiya and Tsunade and leaving them for dead. Much like in the story they come from, another one of their disciples, a female in this variation, comes and saves them, however, unlike in the original story the follower is unable to save Jiraiya from death.

Yashagoro is already long gone by the time the above paragraph takes place, having headed straight to Gensokyo. He conspires to revive the original form and power of the Orochi by harvesting the underlying despair of the community, for example, Marisa’s father issues, Alice’s roneryness, Remilia’s guilt over having to lock up her little sister, Kaguya’s conflict with both the moon and Mokou, etc, etc. Much like his sister, he has “mastermind” written all over him, subtly manipulating events so that each playable character’s stress is brought to the forefront of their normally peaceful lives.

Of course, this suddenly happening to everyone couldn’t just be coincidence, so, in frustration, the characters turn their suspicion on each other and inevitably two suspicious ninja that recently entered the village looking for a third rogue one (Tsunade and her female follower who are obviously searching for Yashagoro). Tsunade ends up being the “final” boss, while Yashagoro, who appears throughout the game as a cheerful onlooker until the very end wherein his treachery is revealed would be the Extra stage boss.

Yashagoro is a master of and has the ability to use all manner of snake magic. After gaining the Kusanagi, he gained an immense amount of Yukai power comparably to, say, Yuka’s, and the sword itself can bend the atmosphere however the wielder wishes, thus explaining its commonly described ability to manipulate the wind. Finally, he also unlocked the ability I already described: “the complete annihilation of anything from existence at will, even metaphysical concepts such as other character’s powers.” This ability is connected to Yukari’s, as all the objects he negates from existence are sent to the halfway dimension that she can open portals to using her own power, and thus she has the ability to retrieve anything he annihilates. The problem here is that she has no idea where exactly these objects are in the halfway dimension and would therefore have to search through it unless she gets lucky and opens a portal near an annihilated item.

In the end, Yashagoro gets his ass royally kicked just like every other Extra Boss. His plan foiled, Yukari forces him into becoming Chen's shikigami.

And that's the general idea.

Every other Anon ever has thought of a character similar to that about some series. Not a self-insert to be exact, just a character formed to the absolute specifications of the creator. I mean, vaguely, besides the fact that he has, like, four seperable powers, one of which can be interpretated as supreme h4x (though, since he was beaten, there's obviously a way to get by it, and several come to mind automatically) and he's a guy, he actually sounds like he could fit the role that was described, but, again, the character is just too good to be true.
