Kappa and the Satoris are the only ones who really "get" technology. Everyone else is either:

1. Being misled with Yukari's explanations.
2. Plain clueless to technology.
3. More able to "understand" when the Kappa dumb down explanations of technology.

Then again a lot of people IRL don't really get the gist of the technology around them and have a strange view of technology as if it were a form of magic.
