It's pointless discussing power levels, as said ZUN is too drunk to remember them himself. What we can say for definite is that the following high-tier people can't be the strongest:

Shikieki (Beaten by Yuuka, apparently)
Tenshi (Beat Reimu, but lost to Suika)
Reimu (Lost to quite a few people)
Mokou/Kaguya (Both lost to other people, just because they're immortal it doesn't necessarily mean they're strong)
Mima (Doesn't exist lolololololololol)
Yuyuko (Definitely weaker than Yukari)
Okuu (Has something approaching the ultimate power, but is too stupid to use it effectively)
Remilia (Implied to be high-tier, but has lost against so many people it's not even worth counting her really)
Extra bosses (None of them are really worth counting, most of their power is barely/never shown in canon, and ZUN has stated at least once that character's boss position in-game doesn't necessarily relate to their power)
Moon princesses (It's implied Yukari lost on purpose)

So unless I've forgotten someone obvious, that leaves:

Byakuren (Implied to be high tier, but hasn't had much chance to show her power. She was sealed, so it's unlikely she could beat Yukari)
Suika (Don't think she's lost a fight in canon material)
Yuuka (Might have lost against Shikieki, although ZUN has apparently stated somewhere that she won the fight. Also implied in Perfect Memento that Reimu didn't defeat her, they either tied or Reimu just claimed to defeat her. Definitely on the highest tier-at the very least.)

Yukari (Can't accurately judge her power, as she throws fights to make things more interesting. Judging by ability alone, she should the the most powerful person in Gensokyo, but using that logic, Shikieki should be one of the weakest.)

You believe in Suigin's rumors? The rumor goes something like this: Shiki held back on everyone except Yuka because Yuka was pure evil, yet when Shiki defeats Yuka she tells Yuka to kill more humans. Implying she's not evil enough. Also, when Shiki and Yuka meet Yuka tells Shiki explicitly that she's going to kill her. Yet Shiki is still alive. As far as I know, ZUN has yet to declare any of the endings or encounters in PoFV as canon.

The yama are known as the gods of death in Japanese folklore. As far as I know the gods of the Touhouverse are stronger than the youkai.

Yukari is a very sarcastic and strange person. She also explicitly admitted defeat to one of the moonbitches despite the fact that it was all a part of her plan. Out of all the Touhous Yukari is one of the few youkai that ZUN mentioned was showing signs of old age. (This was when she was training Reimu.) Since Shiki gets to choose if Yukari gets to go to heaven or not you could see why Yukari would be afraid of getting judged by her.

There are 14 characters in PoFV and most of them fight each other. Before Yuka got to Shiki she also fought against Reimu. If ALL endings/encounters in PoFV are canon then that would mean every Touhou fought against every Touhou and won only to get defeated by Shiki who also got defeated by every touhou because she was holding back. Let me remind you that Cirno defeated both Reimu and Yuka on her path. They cant all be canon. It's just not possible.
