Dragon Quest? There are already era games kind of like it, except you play the role of a dungeon keeper to defend and capture heroes and adventurers trying to kill you. You can even set up your dungeon layout, in terms of position of rooms and stuff.

As for Pokemon, probably there has been attempts, but either way it'd inevitably feature beastiality, even if the initial focus was using Pokemon to battle and defeat trainers to get money, items and/or some sexy time. Unless the Pokemon are those 'pokegirls' of old, if you know what I mean, which may or may not make the whole thing worse.

That said, a traditional 'slave trader' Pokemon Mastermind approach would probably be interesting - eraTeamRocket, where instead of (You) being a Pokemon Trainer, you 'train' the Pokemon Trainer(s) themselves. Except we go beyond the basic eraTohoA setup and make it more like a management game, where (You) set up Dojos/Gyms to capture Trainers and their Pokemon that lose to your minions. On the other hand, you can set up Pokemon Labs to either just fuse Pokemon Megaten style, or on the more extreme side, 'breed' more Pokemon. Maybe even end up with Trainers with Pokemon DNA in them, that makes them highly specialised in a particular Pokemon type, or for extreme debauchery, create 'Human Pokemon', in a similar style to using those drugs in eraMegaten.
