It's 2SP card that has full attack stats while also having additional positive effects.
That alone already makes it a good card, it will always outperform WoSD unless you're trying to squeeze out agility.
Just because the units don't show up in optimal farm/clear setups doesn't mean that they won't do a good job if you use them as a substitute for a piece of the setup you don't have. Retro Reimu is still good. Gunblades Yorihime is still good and this card plugs up her lacking Yang buffs.
This card is overkill for Shinki you are correct, she gets to 10 Yang on her own turn 1. Though I can see it being good post buff clear where you're setting up for a finish and don't have skills/barriers available.
UPN & Lady and I only have 2 Yin def down. Yeah diminishing returns and all that, but if you're running a debuff unit it's a no brainer unless the entire party is full yang.
Beach Heca, who is probably the most relevant debuffer, despite being yang focused like you said, targets yin as well. Slap this shit on her SC2 and that's 7 yin def down right there, 9 with her S3. This makes her work in more than just yang centric teams since her yin debuffs aren't half bad.
Glistening days is a better yin debuff card yes, but the existence of one doesn't mean the other is automatically bad.
Like it isn't a must-have card or anything, but if you have access to it, it's an easy slot in a lot of situations

Generally speaking A6 Marisa and A11 Koishi are the best units for a new player to get his hands on, because they are the best event brute-forces and when paired with others will make them capable to farm different late cards such as Stand In Shrine Maiden with A11 Koishi + L1 Nue which was either 4t at 24sp and probably 5t at 16sp, while A6 Marisa paired up with L1 Toyohime would just steam roll Nameless Adventures stage, right now I'm using 8sp Nazrin + 12sp Misumaru for it, but I'm thinking about fixing things up and go back to Marisa & Toyo duo cause it feels quicker

A6 Reimu always felt underwhelming, cause when her elements are resisted, her elements are resisted, whilst A6 Marisa and A11 Koishi just go brrrrrrrrrrrrrrrrrrrrt, even on event ex stages Marisa and Koishi outperformed Reimu, A6 Sakuya it's probably at third place cause she covers other elements and it's quite versatile

Regarding element stages:

I can talk about A6 Marisa and old Star Ex and Water Ex comps, at least for the one where she was paired up with Cirno and Minamitsu for Water Ex I can safely say that the comp was not 100% failproof.
My units were all at 12sp
Maximum silver incense upgrades (slice) for A6 Marisa
Had to balance agility related problems and make sure that Cirno was going first
Nevertheless sometimes either L1 Alice or L1 Marisa would survive, last turn B3 Youmu was also surviving.
To ease up things without messing up with skill usage I put a front unit to give A6 Marisa P after switching and also allow her to use her skills on T1, since it was an anti yang stage problems were probably related me triggering some sort of debuff or I really don't know, I had to baby-sit that comp during the complete each Ex Elemental stage 200 times and I quickly parted ways with that comp once PCB Yuyuko and E1 Koakuma dropped.

Star Ex with the Shizuha -> Mai switch and A10 Sanae
It would fail, last turn Marisa would fucking survive, to partially avoid any catastrophe while sleeping or while leaving my phone unattended my Mai was at 8sp with a full kit.

Another busted comp was Moon EX with IN Reisen, L1 Eirin and L1 Suika, I don't know how GP accepted that thing as a farm, I asked on Discord about replacement for the Reitaisai card used by Eirin, in general the problem was Eirin cause she is both yin and yang, didn't had any self buffs (still hasn't) her LW is fully RNG, so much that her damage with FR upgrades and also incense upgrades varies from 250k up to 700k.
Since I wasn't capable to use any other Moon Ex comp cause lack of UFES, I replaced L1 Suika with IN Eirin at 8sp, it worked, it fucking worked so flawlessly that during the night the farm went through 50 completions without a single itch.
Day after it failed on the 1st try
IN Eirin was taking damage, fixed that
IN Eirin now is taking too much damage, rose her to 12sp and refixed the comp

Sakuya and BtB it's probably a thing a saw on E1 Meiling and on another busted stage, she was acting as debuff at 8sp for lvl120 comps, somehow a certain E1 Meiling comp with L1 Hecatia, her and whoever wasn't even working and not because I'm missing that card, but because the damage was 3 times lower than what was showed on the video, not only that, if I tried without SP reduction the supposed to be damage was there but everything was getting staggered due overdamage

For Fire EX she can duo with whoever Shion and Hecatia were the most common units paired up with her but she could duo it even with L1 Remilia, my saved comp is the one with A6 Cirno which somehow overwritten Nue/Saki comp and I don't fucking know why cause I farmed at least 4 copies of WiH but not with them

Just as a rule of thumb assume all stages give you the same amount of event points.
Usually you pick whichever 1 wave no gauge stage you can farm that gives you the materials you want.
Very rarely is the event card worth farming. I think I can recall 2 times that has happened ever and even then those cards were just barely on par rather than exceptional.
But if you do do want to farm the event card then changing the difficulty isn't an option for you anymore.
