There's not really much of a point in worrying about a generic system or generic requirements. Good group content will always be much more specifically written, taking into consideration dialogue, attitudes, what sort of sex acts they'd do together, etcetera. Interactions between characters are fun, but each one should be unique and tailored to the characters in question, allowing it to actually fit them.
This also means that it's entirely up to individual writers to decide which characters they want to have unique scenes, free to do whatever they want, from obvious pairs such as Mai and Satono, or ridiculous ideas such as writing Sagume and her secret fairy trysts. It's all up to them.
