The top 20-30 can fluctuate, if I've been working on any particular characters. The only odd one is Wakasagihime way below other KNYNs. Those should be grouped right up against one another.

Rumia not being a pretentious asshole or a schemer like most other 2hus doesn't mean she's lacking in personality, at least compared to characters with one or two game appearances. She's popular because there is a certain charm to a youkai that openly claims to be a man-eater while coming across as cute and carefree.
We also know that she eats humans because "she's supposed to", but really can't be assed to do it, and that she travels in a sphere of darkness because she's photosensitive. The bits about her getting along with other lesser youkai and her ofuda ribbon also make it easy for fans to create content about her.
Now compare her to Cirno, who has shown up in ~10 different games and has a relatively comparable amount of lore despite interacting with most of the main Touhou cast. I'd say that Rumia is in a more than decent spot compared to others.
