Hisami, not really a contest. Biten might get close but largely to westerners on the basis of unfunny jokes. I predict she'll suffer a super harsh drop next year if she does start decently high, as is the fate with a lot of "meme animals" that hog all the memes 1st week and then fade a little.

Stats were made available for last year's Touhou vote and while people may lie on the questionnaire with a decent enough sample size it becomes negligeable enough.
Anyway, the first 3 age groups which i'll refer to as the underaged (Under 9, 9-14, 15-19) make up, on average, 54.82% of a given character's voting base. Rumia and Flandre are the biggest outliers with 65.36% for Flandre and 65.13% for Rumia respectively. EoSD characters tend to follow that trend since its what shoved upon newcomers to the franchise first if their means of getting into the franchise wasn't directly through gaming. Remilia and Cirno are at 60%, Sakuya's at 62%, and Koakuma's at 59%. However, Patchouli, Meiling and Daiyousei do not follow that trend. If you think all popular characters are outliers popular with this large bulk, it's not quite the case, as characters like Reimu (3rd) are average and ones like Alice (11th) are slightly below average at 48%, although this is nothing compared to the biggest outliers in the other way. It goes as far down as 27%.

A bit of speculation, but I think western fans don't like them as much because we are a bit more individualistic and less loyal to characters.
The Scarlets are just perceived as too popular for us westerns to want to latch on to.
Not that Marisa is an obscure character, but she strikes a better balance between popularity and prominence. Marisa is the special snowflake pick you have available if you want to be able to play your favorite in each game.
If anything, it's hard for me to understand why the Scarlets are so popular in Japan. Characters like Yukari are just much more interesting to me.

For example, we can see that 54.78% is the average bulk of "underaged" voters for any given Touhou (Those that below in the Under 9, 9-14, and 14-19 brackets). If you click on Flandre in Touhou Vote, you can see her detailed stats. We can see that for her specifically, 67.07% of her votes come from these 3 brackets listed above.

People see a newhu, usually its an animal, the cuteness factor + adjacent factors relating to the characters lead to some early momentum and meme content, and it makes it seem like the character's going to have more lasting impact than they actually do.
