This is referring to the Vampire Incident, however she was stopped by other youkai. However SCoOW (according to the translation on the wiki) states something slightly different to what you stated: [1]

This reads, to me at least, that the other youkai didn't really like it, but they didn't feel motivated enough to stop her right away. Kind of like an ill-behaved child running around the tables at a restaurant while everyone else is trying to eat. Eventually someone's going to either stop the kid and tell them off, or just stick their leg out and trip the little shit as they run past.
