I typically see duck setup using 2 10cm HA+Fire Director and SK+SG radar. But Type 21 Air Radar Kai Ni should be better due to fit bonuses, with all that she'd miss out on would be 3 point of LoS.

Assuming you have the SK+SG radar with +3 from a previous event, the extra 3 points given by that improvement allow it to have 11 AA, same as the fit bonus'd unimproved T21K2, have more LoS as you stated and 2 more points of Accuracy.
If they were both at +10, the T21K2 would probably be a better option for ducks. It would still have a bit less LoS, but better in other stats due to fit bonuses.
SK+SG does give Medium range too, but that's something I find I don't want on a DD most of the time.

Okay so first don't put bombers in the first slot. They're the ones to get diminished in numbers when your lbas gets raided. Put the recon planes there instead to absorb the hits.
Remove one of the Shidens from the first base and put another bomber. A Nonaka would be best because multiplier bonus. If you don't have one, a Hiryuu Skilled or just another normal Hiryuu.
