Now a revolution is a delicate matter and cannot be brought about in a single day. There are many factors to consider when preparing a revolution. Impetuous young people who have no inner uncertainty and can handle themselves when the dirty work is underway, this much is clearly required. Leadership must be just as decisive, yet calmer and more thoroughgoing in their long-term planning ability. Most importantly, they must recognize the opportune moment to strike. A failed revolution might only tighten a population's yoke, or it might, sometime down the line, increase the willingness for a second and more successful revolution. When dealing with powerful forces, however, one failure will often be total failure.
Depending on the situation, a revolution might not be able to attain much. It is not impossible for such an effort to show initial success, only to be co-opted by someone with a knack for tipping situations in his own favour. Alternatively, a successful revolution might only hand its participants over to a paradigm that is no less painful than the one they had just overthrown. It would be beneficial to keep these possibilities in mind.
Logistics and details will naturally vary from one situation to another, and so a sufficient degree of flexibility is always necessary in revolutionary efforts.

Akyuu literally tells it how it is in her chronicles. It's so direct that even a ignorant plebeian like Kosuzu understands that Gensokyo was made for youkai, and humans are part of a very fragile system keeping it afloat.
No one reads that boring shit though.

Youkai cannot survive in a world where everything is scrutinized in the light, so the solution was to make a slice of "paradise" where your food source is ignorant and kept in a perpetual state of stagnation. They're not supposed to eat Humans, but a it is a fundamental fact that a Youkai is only a Youkai because they feed off of Humans. However, the existence of Youkai like Kogasa show that feeding off humans doesn't have to be a matter of life or death, instead they can feed off of spiritual energy and keep the Human still living. Youkai need Humans to fear them to survive.
Kogasa's current plight also highlights the present issue that Humans aren't as scared of Youkai anymore, since previously a Human's reaction to a Youkai was mortal terror and thus Kogasa's scares were potent and had lasting impact on the Human; now she's treated as a pest and being a Youkai doesn't have the same horrifying impact that it once did. This goes so far as for the villagers to be "comfortable" enough to interact with them inside the village, such as Nitori and Kokoro during the Perfect Possession Incident, Ran shopping in the village for herself and Yukari, the Prismrivers and Tsukumogami for performances, and others.
Humans are required for Youkai to survive, and they exist in Gensokyo for this purpose, but it's not nearly as grim as some make it out to be. Not to say that bad things never happen, Rumia is borderline feral and Mystia is not above eating the stray Human lost at night. Fear and caution need to be exercised, and exterminations are necessary to keep rule breaking Youkai from ruining everything.

To be fair, that just because youkai become more pacifist recently thanks to Reimu, so Akyuu needs to put some scare factor to youkai so that human wouldn't become too complacent

Propaganda or not, Akyuu isn't hiding the fact as to what the humans in Gensokyo are there for.
Even with Kosuzu being dangerously close to falling into corruption because of how abnormal she is, Akyuu still told her just how things work, as did Marisa, and Reimu too.
The humans villagers remain ignorant because they choose to be. There is a reason they pretend to not see anything when weird shit like a oni just walks into a bar.
