There's a lot of factors involved in whether or not a girl is willing to follow you.
Favorability and Credibility are a big factor, as are their Desire and Intimacy, but so are more variable values such as their current Mood, their Composure, and PALAMS such as Desire and Favor, as well as Pleasure, Lewd, and Hate Marks (hate marks obviously being a negative factor).
If they're In Heat or under the effects of an Aphrodisiac, Gassing Garden, or Lunarian Incense, it becomes easier as well.
Misandry is a big negative factor, and the main reason why Kaguya is harder to convince. Girls are also really unhappy if you ever raped them.

The best way to convince uncooperative touhous would just be to feed her a love potion and get her bars and stats up. She'll accept sooner or later.

The biggest things in added content are translations for Marisa, Kyouko, Eiki, and Sumireko, as well as translations for the stone stacking minigame and the sex request.
There’s also some new content such as unique requests for Akyuu and Kosuzu, but most differences are just bugfixes, I think.

Here's how favor/reliability gain works: the game runs favor processing along with source for parameter gain after every action, unless it's set to skip that process. Any COM that returns 1 will be processed, COMs that return 0 will skip source processing but not favor (unless an additional flag is set), and COMs that return -1 will skip all of that entirely (including dialogue descriptions, so it's treated as "cancelled"). Naturally, letting any action return 1 will lead to some long-standing oversights such as the "favor-grind exploit".
"Visit the room" returned 1, so it treated it as any other similar action and assumed your TARGET was the target of your interaction. I addressed it by making it return 0 with a flag that skips favor processing as well, but if you had an interaction with the girl you visited, it'll set them as the target temporarily; thus it will be them who gains favor and source, and not some rando who happened to stand next to you at that point.
