I think the problem with douchebag competitive players has come about from the amount of scrubs who complain about cheapness in the stupidest ways.

The amount of them has most competitive players viewing people who are just starting out to all be like that, assume you are one of them, and be a douchebag after the match.

All you need to do is show your (What should be) tolerance to losing, acceptance of everything in the game, and eagerness to learn, every competitive player will see you in a new light and respect you.
If they don't, they're a stupid little bitch who should be castrated.

The only reason I play Arcade mode is to wait for another player, and if the person who was playing before is playing again, I hop on and give him more experience in losing, assuming I haven't popped over to the always-populated Tekken 6 machine.

One thing I've noticed is the difference between them and players who refuse to play, but just accept that they suck and it's not about being cheap.

I normally politely ask if they would care for a match, and if they acquiesce I proceed to choose whoever I feel like playing at the moment and have a good match without holding anything back. Regardless of the outcome, I say "good games" in a nice civil manner, wait a few seconds in case he wants a rematch or to discuss the match, and then move on elsewhere.

Some Anonymous was kind enough to give me an updated Glicko chart for Hisoutensoku. There does appear to be quite a bit of discrepancy between the characters acknowledged as lower tier (Suwako, Meiling, Sakuya) and higher tier (Youmu, Iku), though some of that could just be personal skill and maybe not necessarily a large imbalance?

Still surprising to see how low Suika is, though.

The other table was done really early in Hisoutensoku's release, and can be seen as more of an ease-of-use chart (for the most part). It isn't necessarily all that accurate of a reflection of how things stand now. Of course, I haven't actually seen any good Hisoutensoku matches other than the stuff that goes on in /jp/.
