She means what she says. Youmu is a half-ghost: she straddles the living and the dead. If she goes to the living world too much, she will die and be judged. Otherwise, she won't die because she is already dead. Or something.

She can certainly do a LOT, but far from everything.

Marisa is the strongest touhou.

Yukari is relatively weak when there are no borders nearby what she wants to do. Apparently that does happen sometimes.

No, omnipotence simply means being able to do anything. That's it. There is no limitation to how many other people have the power of doing anything, in fact one of the basic uses of omnipotence is creating other omnipotent beings.

Come to think of it, for Keine there is a limit that isn't usually considered. She can only change history to what she can reasonably come up with - if there is a situation that is theoretically possible, she can't bring it about directly unless she has knowledge of it.
Certainly the Great and Wise Hakutaku is very knowledgeable, but she's still a single person with limited knowledge.
