I will admit it's Thailand and I was born around 2002-2005 I only have vaguely memories of old internet culture by watching alot of Thai internet youtube video like Creeper-chan sneaking into your house with TH VA, Yaranaika song, Very old Minecraft let's play, Pedobear memes before I realize whateven sex, and watch my neighbor playing CS.16 after that I start developing intrested in english internet culture sphere by first playing Team Fortress 2 and then I become really fluence in english and found my way up here.
It was around 2016-2019 I think? that I start going back to my country's internet culture (they are in FB alot) and man it sure was like walking into something fucking completely different dimension from what I remember. People starting to use modern memes from Westerners, More artfags like the one you saw on twitter, People became aware of current politic, No more blogging site people used social media now, we also used to have Translation group/users that used to translated tons of old japanese works back in the day and they are also still there and it got even better (Quality type) but mostly focusing on Japanese twitter 1 panel type now.

Sorry for blogposting btw, I'm still trying to understand more of my country internet culture which these past 10+ years I was missing. Shit feel weird It's like going back to your old countryside home and you saw how much drastically shit had change fro, the last 10 years. I still find some old bloging site that people used to do back in the day from time to time too.

If your country was fixated on Pedobear, it was mostly due to 4chan and not 2chan/Nijiura. While the character was certainly born on 2chan, he wasn't a pedo (his name was just クマー (Kuma (bear)) but one of the numerous AA characters (think of them as some sort of very old reaction faces).
I think his pedophilic nature was due to the early days of 4chan when the user tried to make use of 2chan and Nijiura memes but didn't really understood how to use them, and due to lolrandom logic he was now a pedo. Pic related, another Nijiura meme that early 4chan tried to adopt and had some success for a while before it was ultimately forgotten due to more accessible maymays.

Yes, that is a critical part of the joke. Tacking the い particle at the end forces the word to become a descriptive adjective regardless of what it is normally, akin to adding "-ish" or "-like" to the end of an english word.

They are mostly visual. Like Inai (word meaning "not here") is invisible (or transparent, or in camo, etc). Taking an adjective and making a maid with that as a look or personality.

No. It is weird to be named an adjective, but weirder still for words forced to become adjectives, like "Inui" (dog-ish) or "Akui" (evil-ish) which just look unnatural in japanese.
And then there's ~i which is a goddamn symbol with い tacked onto it. I'm not even certain her name can be verbalized. I don't think it's supposed to be "tilde-i".
