Considering that the Raijin are considered gods, yes, youkai and gods are the same thing.

You might say that gods are a subset of youkai that are in some way beneficial to humans, or play a large, but obviously necessary role in their daily life. To this end, whether or not a being is a god depends entirely on human perception and may change from culture to culture.

It may also explain why many youkai do not show any respect to gods. There is an episode of the Twilight Zone that is somewhat pertinent to this discussion, "The Tiny People".

In Western religions, the divine is always separate and usually unattainable for normal humans. Gods tend to be less human in their actions, ESPECIALLY when it comes to monotheistic religions, in which the god is (usually) for some reason both master of everything and a paragon of virtue (which is a paradox). I consider older polytheistic Western religions to be part of the class that is more Eastern today.

In Touhou, gods are just gods because it sounds cool to say this about a character when you're drunk.
