IMO Cirno, having more strength and intelligence then your average fairy maids (albeit not much) would probably get promoted to a higher position within the mansion but would not be in the lap of luxury like OP's pic assumes. Think China's position. High on the hierarchy, but not on top.

The fairies in SDM are slaves. No clear-thinking fairy would go anywhere near the place.

Both Yukari and Ran have offered to make Aya their shikigami in their respective articles of Bohemian Rhapsody.

Aya outright refused Yukari's offer because of Yukari abusing Ran at the time.

But with Ran's offer... Aya explained her reason for refusal as not wanting to be restricted in her actions. After shooting down Ran's reasons for increased speed and power as not being worth her freedom, Ran said she could land many times more scoops and Aya's resolve was shaken enough that she changed the subject.

Of course, considering the way Ran is an EX boss in PCB while Yukari is asleep and disobeys her orders not to fight with humans... Being a shikigami apparently doesn't affect their free will at least while their master is asleep.
