I think it has to do with Japanese cultural nostalgia in a sense of keeping the value of older gravure titles, keeping them 'timeless'. If everything would switch to bluray, the older DVDs would instantly appear 'outdated' and be maybe less desirable. It would be a very harsh break with so many movies released of some of the greatest gravure idols from the 2000s and 2010s. By continuing to release everything on DVD, the gravure industry keeps a cohesive standard and newer idols wouldn't have an advantage over older legends by having sharper images. Collectors would be more likely to go back and rewatch, trade and talk about older DVDs, instead of focussing only on blurays just because of higher res.

Another aspect may be because the lower resolution usually makes for a mold old-school, dreamier, and softer image. It helps to maintain the soft features of idol's faces. Super high res videos are usually not flattering to women because they show more imperfections in their skin.

I know you'll call me retarded, but I thought a lot about this and there simply isn't any viable economic or technical reason for this in 2021, so this is what I came up with.
