The life pieces requiring you to capture the spell and Mof's bomb mechanic being completely butchered fucks everything over. For example, in Extra you start with 2 lives and need to capture a spell to get a life piece. But sometimes you need to bomb to not die. When you bomb, your power goes down by a whole 1.00 and the difference between 4.00 and 3.00 is too high, meaning you deal so little damage that you either end up having to bomb again and get even weaker, somehow survive with the shit 3.0 damage or just die. And if you die your power goes by 1.00 again so if you bomb and THEN die you might as well reset. For the second spell just keep diving into her and throwing out attacks, you should be at 100% charge with how much blood there is in that fight so your attacks will be properly upgraded. I don't know what happened and I'm sure Tasofro could have played their cards better, but this is enterprise software thinking. I'm pretty sure Tasofro are just a bunch of people who like making games together as a hobby, and I doubt the games make enough money for them to live off, so they can't "hire" anyone.
Well, your sentiment might still be correct, since I'm sure it wouldn't be too difficult to find someone willing to program their games for free, but there may be good reasons for them to not want to: if the problem is your current programmer's low productivity, recruiting someone new isn't too different from replacing your current programmer. If you're a group of friends doing game dev together for fun, it might make more sense to just delay the game.
Also, I think they used to have more programmers. I've heard that they are now down to "1.5" programmers.

This is my best guess. That aside I honestly doubt they make enough off the games to have a lot of full-time programmers working around the clock. People really think way more of them than they actually are, which is just a small group that's only well-known because they're officially recognized.

But it's hard to say. Either way I seriously doubt they're making a killing or anything off the games even despite being fairly popular as far as fangroup stuff goes. Sure they probably make a good bit wholesale, but consider how much of that goes into paying everybody off+ other expenses. I wouldn't say they're exactly swimming in money here. The most likely bet is that they're just a bunch of mutual friends who know each other and like Touhou, which is probably the reason ZUN also took a liking to them too.
