As the Wikipedia article states, Alice is one of several common placeholder names in the West for a girl, like say Mary, Jill, etc. For whatever reason, it became a very common name for a generic female foreign character in Japanese culture, particularly in textbooks. One factor could be that "arisu" fits well with Japanese phonology, but that's just conjecture.
That, along with the cultural footprint of Alice in Wonderland, likely accounts for its representation in otaku works.

Of Mice and Men is incredibly popular. Steinbeck is about as much of a cornerstone of American literature as Lewis Carroll is of British literature, and unlike his other works it is short and straightforward enough to be a common book to read for students.

He is known and AFAIK has most of his popular works translated into Japanese, but really most text-only authors in English and Japanese have little presence overseas. You might consider the comparison a disservice, but even a super-popular light novel author like NISIOISIN only has had some of his works officially published in English, and without the anime adaptations I would suspect much fewer would have been for lack of perceived audience.
It's not like Westerners who like to read avoid translated works by Japanese authors, but from what I've seen on /lit/ and more serious sites, people generally go for the most critically acclaimed Japanese literature, and I wouldn't be surprised if that mentality isn't at least somewhat similar in Japan for Western literature.
