Bushi also use girls from Amuse(Moepii, Kaorin, Hichan, Miyu) and Amita is under Avex which is why they have work that are out of the usual Bushiroad franchises. S-ince is like Ace Crew that's why Aoi Shota is in a number of Bushi projects and the MC of the new Vanguard. Mimo's other work is from Pony Canyon who she is under for her solo and from now on Aimi will get work from King Records.

Bushiroad produces multimedia projects, their talents do live shows, stage acting, variety on top of voice-acting for their characters. Which is why they also hire people like Amita, Nacchan and Hichan who are former idols because they can sing and dance, professional singers like Raycell and violinist like Ayase. Also stage actors for Revue and AL. Don't expect the Hibiki talents to work on other things that doesn't use the skills they're trained in that much unless Bushiroad wants them to.

Starlight and AL are more of an apples-oranges comparison than a comparison/equivalency of Bandori and D4DJ. Bushiroad/Hibiki has a lot less influence over casting for Assault Lily when it comes to shows/works that don't star Hitotsuyanagitai (Ludvico, TSA and its sequels, everything posted to official sites and the official Twitter) because those are beyond Bushiroad/Hibiki's control for the most part. The character Tonopi first played in the series was recast after the run she was in, for instance. What Bushiroad/Hibiki can and did do, though, is push their talents into the shows/mobage where they have a bigger say, and so we see a third of Hitotsuyanagitai being from Hibiki. One thing Tsumu mentioned before which stuck with me was that she read for other Hitsotsuyanagitai characters before she was cast as Tazusa, from which we can infer that Bushiroad/Hibiki was determined to place her in a role and just hadn't decided on who it would be.

"Hiring" people to be under Hibiki's management and bringing them onboard for projects are also two separate things unless expressly provided for like how it was with Starlight. People like Hego and Koroazu who have successful careers in voice acting/music would be getting a downgrade if they were signed to Hibiki, and live-action actresses/performers like Awatsu Mai and Hirosawa Mai went freelance after leaving their agencies because they are able to negotiate their own work.
