In the games, Reimu and the other player characters have to be unreasonable and prone to violence otherwise you're not going to have a whole lot of boss fights or game to play. Outside of the games, her role is still the monster exterminator in a setting full of sentient monsters, so you do the math.

Well people would revolt and actively would take youkai's side, along with the fact that yukari wouldn't such imbalance to stand, new shrine maiden would be a thing since reimu stops beign shrine maiden and would be more like robber baron of medieval times and in process reimu would be just shadow of her former self, probably also losing her bullshit powers after new miko emerged.

Any Miko but Reimu would be bad for Gensokyo. Reimu has her powers without ever bothering to train without being forced to. A new Miko that properly trained and understood her role would be way stronger than Reimu and probably unbeatable, so they wouldn't be able to replace her again. Youkai would get their asses slapped on a daily basis and since the new miko probably wouldn't treat humans and youkai the same like Reimu do, so it'd be the youkai who were on the bottom.
