It's just underages teenagers that wants to look edgy. But /jp/ is not the only board that have an account dedicated to it. There's indeed already a lot and it's pretty popular. But because of that you have tourists that creates bait threads and low quality posts to then take a screenshot to submit to that Twitter account. I think it's just someone that followed the trend for Internet points.
Also, 4chan as whole got unantagonised since the split, now that the red boards are "hidden".
/jp/ could have still been forgotten for few more years if the hololive thing wasn't here, and the board would have been as slow as usual.

If he was, that's not what was posted here. The guy posted his IP address, city, and state. The IP address was probably obtained from directly messaging the kid on Discord or Twitter with a link to a website that displays IPs of visitors. The city and state are discernible from the IP address, and the kid was probably too retarded to know that, and preemptively deleted the account before any more information came out.

The only ISP doxxings I remember were when Aush0k and his crew had actual backend (illegal) access to a few isps and would search the ISP database and tie IPs to account info. That all ended years ago with the V& saying "lol felony".
