So, if doorblog has it right and the EO is about the bombing of Rabaul then Seamew-chan up there is kind of a weird inclusion, since none of the ships present in that strike carried floatplanes. It was nothing but carriers, DDs, and 2 Atlantas.
I figure there are 2 explanations. First is Tanaka decided to toss in some random ship that wasn't actually there, which is entirely possible. In that case it could be any number of CAs or CLs. Probably not a BB, or a cruiser from a class we already have, since the uniform is new.
Second is she is a ship that was there and the decision to add a floatplane with her was random Tanaka logic. If that's the case I think she's an Independence.

From what I can find, after Sara, Independence, Princeton, Essex and Bunker Hill bombed Rabuul, the Japanese aircraft launched a counterstrike, and returned reporting that they'd severely damaged several of the carriers (they had not). A second wave departed to try to finish them off before they had a chance to escape, but found Montpelier, Columbia and Denver and attacked them instead (scoring no damage). Those three all carried seamews.

I would say maybe you could tell it's a Zeco fairy if was facing forward and showed whether it prominent full leg guards or not but other than Northampton seagull fairy none of the fairies that represent ZECO ships show such leg guards. Then again it also has the upper leg rings which is a Yoshinori/Konishi thing to do.
