The Throne of Heroes exists outside of all the parallel worlds. As a result you need only one of infinite Shirous to become Archer. Otherwise there would be a time paradox in all the worlds were Shirou didn't become Archer.

I think the way it works is not that Akasha is OUTSIDE the Kaleidoscope, but there is also infinite Akashas. One for each Kaleidoscope, or the odd (i.e. infinite) worlds with two/infinite/zero/negative Akashas.
