It clearly wasn't a single thing because a ton of stuff happened around then and it boiled down to a lot of new official content.

You had multiple mainline releases LoLK, ULiL, AoCF, HSiFS which all heavily expanded the lore which refreshed the series, new ZUN albums. You also had WaHH hitting its stride and FS hitting its climax around then. It was also noted LoLK heavily rejuvenated the series by expanding the Bougetsushou arc and there was a lot more new fans mainly high school age girls getting into the series.

There was a lot of successful high profile derivative Touhou games around that point and also the shift towards allowing Touhou on consoles and Steam.

2. All Touhou characters now fight with swords.

5. Every new Touhou game now has a collab song between ZUN and LiSA.

And nowadays the youtube search is absolute garbage for Touhou content, so no one is using it.
Youtube's concept of discoverability is basically built around ecelebs rather than creativity.
There's just no incentive anymore for niche content creators that don't upload regularly, so fan animations and MMD mostly died.

If we go by views, Touhou is probably bigger than ever on Youtube.
During the "golden years" of Touhou even popular arranges and PVs usually only had 10k-100k views from what I can remember.
Nowadays, there seem to be hundreds of arranges with millions of views or at least there were until a few days ago when Alice Margatroid got terminated.
That channel alone had amassed 314 million views and seemed particularly popular with Japanese viewers.
Honestly, this might've killed off the growth of the Japanese doujin music fandom for good.
