It wasn't a quality issue, it was a design issue. Burgers had 2 types of BB armour plate, class A and class B. Class B was similar to the British plate, just slightly worse, and was used in the turrets and barbettes where the armour was thickest. Class A plate was the problematic one. It was hardened much more than class B. This was done to increase the odds of shattering enemy shells. Okun goes into the reasons for this but it ended up being pointless since the Axis navies mostly kept using older AP shells instead of upgrading them. The effect was that class A was good when it was thin -- up to something like 200mm IIRC it was the best warship plate in the world -- but as it thickened further it started losing out to the softer armors. The energy of the incoming shell mattered too. The 310mm belt on the modern American BBs was probably better against smaller calibres like Kongou guns than the same thickness of class B would have been, but it was worse against anything bigger. We're talking about a fight with Yamato though so it's obviously a disadvantage.

That's debatable. KGV had a very good belt, one of the best in fact, but it wasn't particularly large, and her armour elsewhere doesn't give her an advantage. Her turret and barbette armour was poor. Even accounting for the slight advantage the British armour had from being a more advanced formula they were still far more vulnerable than what the South Dakota class had.
Ignoring the issues with the KGV's main battery, it's a choice between vulnerable engines and vulnerable guns. It's entirely up to luck which would end up being better in a real battle.
