I haven't heard too much fuss over it, but it appears Niconico finally retired their "smilevideo" servers about a month ago. Simply can't reach out to them anymore. This was their traditional infrastructure for video distribution, and is what the flash version of the site used.
The consequence is that all videos uploaded before late 2016 (and some others*) no longer have their original encoding accessible. For many videos this is not a big difference, but it is particularly annoying for:
>Videos which have had their FPS dropped arbitrarily in the process (like sm19673281)
>Videos which were already optimized for economy-mode by the uploader (under 600kb/s audio+video streams), and now take a further hit in quality
>Videos which used the exceptionally high bitrates for something novel, like complex effects or high framerates. https://files.catbox.moe/x4szfe.mp4 would be an example, though it looks like it was privated recently.
None of this comes as a surprise, and anyone with an interest in backing up content on NND knew this was coming ever since the HTML5 player and it's new video distribution infrastructure became the default. I backed up my playlists/マイリスト years ago, so it only burns me when I run into an older video I hadn't previously added to a playlist.

The beta was released on 27/10/2016, and it became default on 13/07/2017. So the flash player has been effectively end-of-life for 4 years. I would imagine that the smilevideo servers were also used as the backend in any old smart devices or applications which integrated with niconico but were not actively updated, but I doubt they were a huge factor relative to flash.

I could be wrong, but if I recall correctly the HTML5 player initially just copied the smilevideo encodings (regular and economy), while only using the new resolution-based encodings for new uploads. Eventually though, they started going through an re-encoding most videos. That was the last canary in the coal mine for backing stuff up.
As for why they didn't keep the old encodings, my guess is this was primarily done to make the videos load faster and handle poorer connections via HLS streaming, and resolving videos which played poorly in the new player due to browsers choking on unusually encoded videos. It also could have been done to save bandwidth costs on videos which used a much higher bitrate than what would be expected for the resolution/content. I've seen a number of videos that went from 100-70MB to 50-30MB or less after the re-encoding process, which adds up pretty quickly even if only a minority of premium users encoded with exceptional bitrates.

While Niconico did not have to do it this way, they are mostly following industry standards, and were the oddballs for not re-encoding video in the first place.

Instead of re-encoding the videos to MP4 like Niconico did, instead made a player which handles the remuxing to mp4 on-the-fly in the client player, since MP4 supports the same h.264 and MP3/AAC streams that FLV uploads used:

I should also note that compared to Youtube or Bilibili, Niconico's development and operations team seem to be really conservative/traditional, understaffed/heavily outsourced, or a combination of it.
The HTML5 player's beta release was years after most video providers had offered one, and there were already browser extensions for HTML5 video on Niconico that supported most player features and did not have nearly the issues of the original official beta. The whole uploading/processing system for smilevideo was painfully slow, even in Japan, by 2016, and they still recommended 480p and 360p as video resolutions. The worst of it was probably niconico live, which still had timed streaming limits for free users and a painfully low-quality stream quality compared to Twitch or Youtube at the time. Oh, and they still have regular planned downtime for maintenance (usually the hours with the least Japanese viewers), which is unheard of with their competitors, and they have significantly more unplanned downtime as well. And with all this, they only recently began to open up login-less viewing, and HD content is still often locked behind economy mode during peak hours.

On one hand, it was one of the few sites which actually followed the "don't fix what ain't broke" mentality pretty well, so using Niconico in early 2020 was nearly the same as early 2012 if you kept using the flash player, since that was the last time it was redesigned (Zerowatch).
On the other hand, even with all the failed/unliked changes that other video services went through, they eventually all outpaced Niconico on the most eseential feature of the site - serving videos/streams quickly and smoothly at an acceptable quality - and so Niconico's appeal increasingly became tied to both its existing catalog of videos and features most viewers can live without. Imagine how well 4chan would be faring in attracting newcomers and keeping oldcomers if content on /wsg/, /gif/, and /f/ were the primary draw to 4chan, rather than anonymous discussion/shitposting.

What do you mean? Rather what do you think cookie is that you said that?

Other than the person who made the original drama and the few following one's it's a community thing. That they're made and voiced by difference people is why they refer to the characters differently to begin with, so that you're referencing Reimu in X drama, voiced by Y person, drawn by Z person in a simple way: The name of the voice actress with the art style of the artist, and maybe some memes about the actress or general community lore inserted. Cookie culture at its base is just a set of voice dramas inspired by the original voice drama, which I forgot the name of but is something like 'Alice and Marisa's Cookie Kiss' or something.
