The current plan is for it to become available for the general public in May.

I think the worst choice would be to call it off. They're not going to let Japan just host it in '24 instead, so there will be no return on their investment at all and all the athletes will still have to requalify. America already has rights to '28, so maybe they'd let Japan take '32, but that's another 11 years before they can get any return on all the infrastructure they invested in for '20?
From what I have seen there is no real reason to believe Japan is fudging the numbers on Covid cases. There's no reason they'd show such a peak around the first two weeks of January if they're fudging the numbers.
So in my opinion the best worst choice is for countries and the IOC to prioritize getting athletes and personal vaccinated ASAP, and then it rests on Japan getting as much of their population vaccinated in May and June as possible. Even if it's just local tourism and locals filling the stadiums, that's better than nothing, and just accept that it's the best Olympics we can do while in a pandemic.
People could still watch on TV.
Advertisers could still do their advertising.
Sponsors could still do their sponsoring.
It wouldn't make everyone happy, but at this point you cannot make everyone happy.

Yes, that is a tall order.
There is a question of exactly how many people will be getting vaccinated between late Feb and May, too. The roll out is the usual medical workers and elderly/risk groups first with the May general public goal being for people 16yo and over.
And then you could even prioritize cluster areas and people with tickets to Olympic events to diminish risks, because if you can stop it spreading then you can effectively stamp it out before you finish vaccinating everyone.
