While Ryougi > Tohno Shiki is a given, I am pretty sure that while Ryougi has a better understanding of things enabling her to be able to kill more things (things Tohno cannot) but Tohno's eyes are actually more developed enabling him to see the "point" of death in the form of a dot (which Ryougi cannot see).
tbt Ryougi does have better stats than Tohno and she is more skilled.
Usually it was Nanaya clan > Ryougi clan but Ryougi Shiki was an exception and the best from their clan ever born and Nanaya Shiki never became as good as his father.
