Start off buy downloading Embodiment of Scarlet Devil or Perfect Cherry Blossom.

We have these threads daily. Download EoSD and the english patch. Then decide how much dedication you have. Play Easy modo if you don't have much patience, but I recommend starting on Normal, since it'll help you in the long run.

Once you feel comfortable, go do PCB, then IN and so forth.

Start playing on Lunatic/Insane and try to get as far as you can the first few times. Switch to Normal afterwards and the game'll seem easier than if you had started on Normal.
