Reimu's are probably hand-me-downs from the shrine, Marisa's are probably hand-made (she really wanted to be a witch), and the Youkai can probably make theirs out of magic since they're not human in the first place.

Sanae probably bought hers since she's from the modern world.

Well. Those who are friendly with humans get them in human village. I guess at least one person from each mansion can sew or they can buy it from humans too. Or Rinosuke gets and sells them them from normal world ..

Well, their human form isn't really there either.

Their base state is whatever youkai they are. Mystia is a little night sparrow, Wriggle is a tiny firefly, Yukari is some form of abstract boundary.
The human form they take is for 3 purposes. 1, to make it easier to lure humans off-guard, 2, to make it harder to seal them (it amplifies power, it seems), 3, to generally be able to socialize and have hands and whatnot. Like how Orin can't talk in her cat mode.

In the case of beast type youkai, the original form is an animal, but the "true" form after turning supernatural is generally humanoid.

Although I'm not sure whether the "true" form of beast youkai is entirely physical, or simply a form humans can comprehend.
