I'm just guessing but it is probably something along those lines, seiyuus always seem to have a packed schdule of apperances and promotions they have to do. iirc all the muses have different agencies so that can't help, since it's not just a case of the performers wanting too, I suspect their managment have to agree.

On the subject of Nanjo's birthday live, I think they said that getting Hikasa and Kayano to appear in 2019 had to be planned a year in advance, and that likely had the excuse of promoting Symphogear which was airing about the same time.
