I’ve seen people say that ZUN said it’s fine if foreigners pirate the games that aren’t available for sale in their country, but does anyone have an actual source for that?

Aren’t at least the untranslated digital files for most games available for sale on some japanese site(s)?

And of course the most recent games are available everywhere on steam, even if they’re untranslated.

If you’ve spent years following this series don’t you want to support ZUN?

That being said I think it would be absurd of him to not realize that, pre-digital releasing, people kind of *needed* to pirate the games and still need to for most of them because finding actual copies is very difficult outside of Japan.
