This allowed the CCP to become the first political entity in human history to have 100% perfect control on its population. Even if you're a poor rice farmer in a village, they know EVERYTHING about you and their surveillance network can spot you anywhere. An entity which knows everything and can register everything in real time can never be brought down. It will stay in power forever, even beyond the original party members' lives, because AI doesn't die, it never sleeps, it's always on and 100% effective.

Now here's your elaboration on Japan (although this goes for every country). Governments around the world realized that is is a monumental change in human history. Well, unless you can cause a global revolution that would dissolve the current concept of governance and make people invest in direct democracy and universal human freedom and most importantly autonomy. Technology can not only be used to destroy everything. We don't need leaders anymore. The biggest problem in realizing this would obviously be to topple every single ruling class in the world, and history has shown that violent and quick revolutions have a strong tendency to devolve into a mere change of leadership because ultimately one tyrant is being replaced with another.

In short: It won't happen. People cannot fathom a world in which they are free and have to take responsibility for themselves and their children. The entities you call 'governments' will fundamentally change this world in the next decades. Every form of autonomy will be taken from you and they will declare it as 'evolution'. Notice how young people don't download MP3s anymore and instead just stream music over centralized services? They don't actually own their music but pay money for the allowance of a central authority to listen to a selection of music they prepared for them. Take this concept and adapt it to EVERYTHING. You will no longer possess money, but just given access to a central governmental credit system of digital numbers that mean nothing. You won't be able to buy or sell without 'the government' seeing and evaluating every single transaction in real time. No more tips for waitresses, no more little gifts for your nephew, no more change for homeless people. You can't transmit value anymore because you don't own any. Seen these electric scooters around town you can unlock with your phone? You won't own vehicles anymore but you can buy a temporary allowance to use them. Of course this only works as long as you are conformist, mindless and never question 'the government'.

You cannot stop this. Why? Because you will love it. People are not opposed to these things, because they're systematically conditioned to not only accept this system, but they actively demand it because it is infinitely more convenient than taking your life into your own hands. They don't want to deal with the hassles of maintaining things or thinking things through, of managing finances or raising their children. They love to give everything away to 'the government', until the only thing left to do is consume mindlessly, eat, sleep, fuck and defecate.

It took as long as 2014 for them to finally give in and this was also the point when the JI gravure industry practically vanished overnight with many producers going to jail. I specifically remember one incident where the heads of a studio were imprisoned for one single 5 second scene on a DVD featuring a 17 year old girl (very close to 18) which caused many studios to shut down deliberately out of fear.
