I'd say anything by MOSAIC.WAV, Nanahira or Toromi is a good starting point. I started with ave;new project and then after finding these threads I downloaded random albums that sounded cute. My favorite group is UNDER17. I would also recommend the fripside NAO project albums "Rabbit Syndrome"

An artist I like alot is リズナ, you've probably heard her in ghostly parapara, and also did songs like:

Very fun although not sure if it's denpa-ish besides her vocals.
She was (is?) in a group with t+pazolite so there are a bunch of albums with songs like these which might drag you into hardcore which is another world.

English denpa singer is an oxymoron, im sure there are quite a few Denpa songs that implement English lyrics in them though. Probably quite a few atleast but i don't know any actually full denpa songs in english. Maybe someone else can help you. Why would you even want to listen to something like that?

All brought up names are fine starting points. I'm somewhat surprised IOSYS hasn't been brought up - they've created some of the most well known denpa in existence. If you go over the recent thread uploads list, you'll see all sorts of other oldies that paved the way for moe-denpa.

Since the song is exploring a heavily otaku-derived topic, I'd say it fits the bill. Not many things in life more denpa-delusional than a pretty girl calling for you out of a bishoujo game. Plus it was featured in Seven Colors of Nico Nico Douga and adapted into a Vocaloid cover.

Even if some parts are catchy (big fan of 3:26-3:37) I feel about about this song the same I feel about a lot of other lovelive/Idolmaster songs, they feel like they were made on autopilot, you guys know that episode of South Park with the manatee as a writer of Family Guy?, well like that but with music genres and themes. In this case the manatee picked otaku and denpa and that song is what we got, a catchy song but for me it has not much substance, just shit to appeal to the maximum number on a niche. But that's only my opinion.

I'd say that if a Nanahira cover of a song of his* were to appear on a Picolony-Nauts or Petit Rhythm album, people wouldn't consider it out of place outside of its exceptional wholesomeness. I get the feeling Maeyamada Ken'ichi (Hyadain) is a major influence on him, who very occasionally does get mentioned in these threads.
I quite like Kinoshita's playfulness. Like how Yumeiro Festival, which you linked, invokes a Japanese festival with its arrangement and sound effects, yet he somehow manages to put in a short sitar riff and a 30 second jazz piano interlude.

Can denpa be instrumental, or are vocals a fundamental part of the genre? I know it's very common for albums, and especially singles, to contain instrumental versions of the songs without vocals, which is what prompted this question.

Half of the tracks on this album, 【電波系】作業用A-POP【痛サウンド】 ([Denpa-key] Sagyou-you A-POP [Ita-sound]) are instrumental and the track titles even describe what subgenre it's supposedly in, like "sentai-pop denpa" or "electro-future denpa".
That's something that actually describes itself as denpa, though, but that's a rarity even for denpa songs. Depending on your definition, any sufficiently absurd piece of music could be considered denpa, Plus-Tech Squeeze Box comes to mind. If you want there to be certain cultural connotations, though: one way I like to think of the relation between "regular" anisongs and denpa songs as, is if the former is like drinking a soft drink, then the latter is like chugging the syrup concentrate directly, without watering it down. For most people, the latter will be much too sweet and thick to really appreciate. Generalizing this to instrumental music, the Mamoru-kun wa Norowareteshimatta! soundtrack may be 1/2 to 3/4 the way of a hypothetical instrumental denpa:
