After going through Kyonyuu Princess Saimin (https://vndb.org/v21854)) and really enjoying it, I have to say that I'm not liking the Elf counterpart (https://vndb.org/v24380)) nearly as much, even though I feel like I should be enjoying it more due to the presence of more threesomes, and especially the inclusion of more oyakodon.

I didn't test one of those old EAGLS games before, but looking at the GARbro code I noticed what went wrong.
The engine is a bit wonky to work with sometimes, some characters lead to crashes (like single or double quotes), and I don't know how to wordwrap aside from adding spaces. But it's not too bad, the script files are quite readable.

The CGPACK uses a different encryption, I gave it a try in the past but couldn't get it to work. But it's actually not necessary for the games I tried. You can use GARbro to get the .gr image files in the archive converted to .bmp, edit them, and place the edited .bmp file in the same directory where the CGPACK.pak is. The engine should load that file instead. You don't need to convert the .bmp file back to .gr (not like there's a tool available anyway)
For patching purposes it's simpler that way, you don't need to upload the whole archive. It's only the scenario files that have to be repacked.
I recommend using Pixelformer for editing 32 bit .bmp
