It's "Touhou Puppet Play 1.8 Enhanced", a Fire Red romhack that includes TD Bonéka, a lazily done Johto and a tough challenge at Mt. Silver. It uses some fanmade music too. I played this in 2015 though, there are probably newer versions on the Internet now.

Looks like that one and Touhoumon Purple are still being updated as of earlier this year. It's cool that these games manage to persist in spite (perhaps because?) of Puppet Dance Performance coming out.

These are simple GBA romhacks (instead of full-fledged Windows programs), so they're quite easy to run on various systems including old smartphones. It's probably one of the reasons they still manage to create interest.

Touhou Puppet Dance Performance isn't a romhack, but a standalone game. The various Touhou Puppet Play games (or Touhoumon games as they are known in english) on the other hand generally are, with a few exceptions made with RPG maker or a similar program.
