Completely disagree. The only reason HSiFS characters aren't popular is because moefags (i.e. the majority of fan artists) want a "family" dynamic. That's why EoSD, PCB, IN and SA characters are so popular. Same goes for LoLK with Junko, Clownpiece and Hecatia. The majority of characters in HSiFS are unconnected and the dancers may as well just be one character. A duo doesn't cut it. You need three to make a family. That's why Seiran/Ringo are leagues more unpopular than Clownpiece/Junko/Hecatia. Yea Aunn was later revealed to be basically Okina's creation but by then it was too late.

That does have some explanatory power. It ignores one obvious duo with a family relationship, Youmu and Yuyuko. It doesn't explain Seija/Shinmyoumaru dynamic. It doesn't encompass duos that are ships, which are numerous and well known enough to not list. It doesn't explain Cirno. It doesn't explain why Aunn wasn't more popular to stick in the Hakurei shrine 'family'.

Cirno can be explained the same way you can explain every character in the first three windows games being represented: highly motivated fans constructing the relationships that didn't exist. Youmu and Yuyuko are shipped, but they also defy the three make a family dynamic. Seija/Shinmyoumaru are usually used to bounce off other characters. The shipped duos aren't hard to understand; everyone loves a ship. I genuinely don't understand why Aunn got the cold shoulder.

In short, for a character to be popular there's got to be a hook. The family dynamic is one of several possible options. Hsifs, for what ever reason, has been judged by the collective fandom to have weak hooks.

Okay so I've gathered and took note of every single prediction I've seen from Futaba (in my 2 weeks of lurking there daily since the time the cover was revealed) and other places. I'm ordering them from most likely to least likely (IMO). Unlike HSiFS where the silhouette was figured out within a day, no general consensus exists on who these characters are supposed to be.

Well the obvious conclusion here is that these silhouettes are the wolf, eagle and otter spirits that are accompanying you. The evidence here is that the title, Kikeijuu, is remarkably similar to Kiseijuu (the Japanese title for the manga/anime series Parasyte), implying that the animal spirits possessing you are malicious parasites that will eventually turn on you. Kutaka herself says not to trust them and the prologue says the spirits are mysteriously quiet. It's speculated that the "horns" on the right figure are actually part of a samurai helmet that the otter is wearing (otters are known shapeshifters). When considering that Youmu herself is a samurai and her main spirit is the otter, this theory then becomes even more plausible. The long shaggy tail the sillhouette has is also in line with Japanese river otters. The only problem with this is that we already have two wolves, one of them even being the same species (Japanese wolf, Kagerou) as the spirit. Will ZUN really do yet another dog-like charcter after Momiji, Kyouko, Kagerou and Aunn?
>Three Animal Spirits (Alternate)
Another theory proposes that ZUN is just trying to troll everyone into thinking the antagonists are the three shot type spirits, when in fact they are actually telling the truth and other evil animal spirits from Hell are indeed planning to take over Gensokyo. The actual evil animal spirits are believed to be referenced on the appearances of each protag. Reimu's is a canine of some kind, Marisa's is a cat and Youmu's is a dragon/snake. Of course the problem with this theory is that the left figure appears to be a bird and none of the animals speculated fit that description.

The three poisons are the root of all dhukka (unsatisfactoriness and suffering) in Buddhism. They are greed/lust (symbolized by a pig), hatred/anger (symbolized by a snake) and delusion/aversion (symbolized by a bird). The sins are kind of similar to the animal spirits' personalities (barbaric, arrgogant, wishy-washy). To fail to resist the three sins leads to rebirth in Hell. It's also said that the demon king Mara's three daughters that tried to seduce the Shakyamuni Buddha symbolize these three poisons. Mara (魔羅) is the lord of all obstacles and constantly tempts those who try to take the right path. In Japanese Buddhism hindering demons are sometimes called 魔鬼 (Maki). It's also an alternate name for Mara. Mara is also considered to be the giant demon holding the Wheel of Life (in which the Three Poisons are present in the middle of the wheel) on Buddhist diagrams. In Japan said demon is called The Great Oni of Anitya (無常大鬼, Mujou Daiki), with anitya being a Buddhist term meaning "Impermanence". The kanji 鬼 appears in the game's title so could this be the connection? Could Mara be the extra boss and could his three poisons be the final bosses? Maybe. The only issues we have here is that in Chinese/Japanese traditions, the bird is almost always depicted as a rooster (and we already have a chicken in the form of Kutaka). Earlier Indian/Nepali depictions use just a generic eagle/falcon, however, so it's possible that ZUN can just go for that. Also a snake doesn't really have horns, does it? But this can easily be remedied by the fact that Japanese mythology heavily conflates snakes and dragons (also because the Sanskrit word "naga", snake, was translated as "dragon" for Chinese/Japanese texts). Also, could there be another Buddhist themed antagonist directly after Okina?

Another theory postulates that the perpetrator is a kishin/kijin (鬼神) of some sort. That word can either refer to an exceptionally powerful oni or any one of the numerous wrathful/powerful Buddhist deities out there. In Touhou the only kishin we've seen is that of the powerful oni type (Suiki, a kishin who controls water). We could see Suiki's other kishin pals from mythology: Fuuki, Kinki or Kaki/Ongyoki (assuming they also work for the yama like Suiki) as the center figure. Or we could see Otakemaru, an oni so ferocious that he was designated a kishin (also he died so there's the Hell connection). We could even see the Three Great Oni Incarnations (三鬼大権現, Sanki Daigongen), all of which are powerful kishin forms of Buddhist deities. On the flip side, for Buddhist deities that could be the center figure, we could see basically any powerful god (Bonten, Brahma; Taishakuten, Indra/Sakra; Bichuten, Vishnu; Eight Nagaraja; etc) who are all described as kishin. Of interest though are the Medicine Buddha's (Yakushi Nyorai or Bhaishajyaguru Tathagata) 12 Heavenly Generals. The 12 generals are all yasha (yaksha in Sanskrit), which have been described as a type of oni in Japanese lore. These particularly powerful yashas are described as kishin, however. And all 12 of them correlate to one of 12 Zodiac Animals. Kutaka's pose, in fact, mimics the Heavenly Yasha General Mekila, who corresponds to the rooster zodiac animal. So the middle figure could basically be any of them. And about the two silhouettes on the right? Some speculate that they're animals from various hells. The bird on the left could be an enba (閻婆), a gigantic bird that tortures and impales people in Hell. The dragon on the left could be any number of dragons from the 16 Small Hells or 8 Great Hells, like the poison and fire breathing dragons of Avici (阿鼻地獄 Abi Jigoku), the thousand-headed dragons of the forest hell, Hikukusho (悲苦吼処) or the toxic spinning dragons of the hell of Ryusenjo (龍旋処). The problem with this theory is is that, again, would ZUN do Buddhism again directly after HSiFS?
>Buddhist Figure + Garuda and Naga
This poses that the bird-like figure on the left is a garuda, known in Japanese Buddhism as karura (迦楼羅) while the dragon-like figure on the right is a naga, known simply as ryu (龍, dragon) in Japanese Buddhism. The garuda race and naga race are mortal enemies but they're also protectors of Buddhism and they're sometimes associated with Hell. The figure in the middle could be Bichuten (Vishnu), who owns a garuda and a naga in Hinduism. Vishnu, aside from Bichuten (毘紐天), also has a form called Hayagriva. Hayagriva is a horse-headed avatar of Vishnu that inspired Bato Kannon (馬頭観音), the Horse-Headed Avalokiteshvara. Bato Kannon is, notably, the form of Kannon that saves and protects those in the Animal Realm (畜生道). Other names of Vishnu in Japanese Buddhism are Mishichiju (微瑟紐), Naraenten (那羅延天), Narashinha (納拉辛哈) and Basouten (婆藪天). Another possibility is Bhaishajyaguru (Yakushi), the Medicine Buddha, who is surrounded by 12 Heavenly Generals (who are kishin yasha) and one of whose poses was referenced by Kutaka. It could also be Sendan Kendatsuba (栴檀乾闥婆) a ghandarva (animal musician) king who is also associated with the animal zodiac and who is famously portrayed killing evil animal spirits from Hell. Yet again the problem with this is the same as the previous two (repetition of Buddhism).
>Momotaro's Animals (and an oni?)
Some Futaba anons think the three silhouettes are Momotaro's three animal buddies that he took with him to Onigashima, the island of oni. In this take the left sillhouette is the pheasant and the right sillhouette is either his monkey or dog wearing a samurai helmet. The middle is again either his monkey or dog. It's also theorized that the 鬼 kanji in the logo of the game (which has horns and one eye) is referencing 温羅 (Onra or Ura), an oni shot in the eye by the legendary Kibitsuhiko, who could transform into multiple animals. Kibitsuhiko and Onra's legend is said to have been the basis for Momotaro and his battle with the oni at Onigashima. Could Onra/Ura be the extra boss? But then why would Momotaro's animals be in Hell and how do the other animal spirits fit into this? This theory is promising but there remains unanswered questions.

>Chinese Emperor and Symbols/Juugyouman
I've seen one conjecture that the bird on the left is a fenghuang (Chinese phoenix) and the dragon on the left is a long (Chinese dragon). These are the two most prominent animal symbols of the Emperor in Chinese culture. The figure in the middle is said to be Emperor Taizong, who is purported to have visited Hell (the most popular depiction of this legend is presented in the classic Chinese novel Journey to the West). But there's more. Japanese Emperors have animal symbols too, especially in banners placed at their palaces near their throne. These banners, called juugyouman (獣形幔 lit. "Animal Figure Banner"), portray legendary creatures. Among them of course is the fenghuang and long. The tradition is purported to have come from China. The title of the game, 鬼形獣, contains two of the kanji that form 獣形幔. This idea is also possible but ZUN returning to Chinese culture just one game after LoLK is pretty unlikely I think. Another Empress-type girl with a tabard will have everyone foaming at the mouth.
>Ainu Stuff
Other people believe that the sillhouettes might be Ainu animal spirits/gods. The Ainu are a minority race in Japan and the race is likely to die out. Since the game references extinct/endangered species a lot (Hard and Lunatic mode are called "Sabretooth Level and Dinosaur Level", Urumi has pet plesiosaurs and prehistoric fish in the Sanzu river and two out of the three animal spirits, Japanese wolf and Japanese otter, are extinct with Stellar's sea eagle being endangered (in Japan only)), an Ainu basis is possible. It's also pointed out that the wolf and eagle are animals that live in the colder northern parts of Japan, where the Ainu settled. It's an interesting take but it's hard to connect the Ainu with Jigoku, aka Buddhist Hell.
>Extinct Creatures
I've seen this on Futaba and Twitter a lot but it's probably unlikely. People are saying that they're dinosaurs/extinct mammals on the cover. Guesses range from archaeopteryx to pteronadon to Irish elk. I simply can't see any dinosaur on the cover but, hey, with ZUN I suppose anything is possible.
>Four Holy Beasts or Four Spirits
Although this is a common guess on Futaba it's extremely farfetched. Some believe that the sillhouettes are part of the Four Holy Beasts (四聖獣) aka the Four Symbols (Azure Dragon, Black Tortise, Vermillion Bird and White Tiger). The left figure is the bird, the right figure is the dragon and the middle is either the tiger or tortoise. Some say it instead is the Four Spirits (四霊) or a fenghuang, a qilin, a spirit turtle (霊亀) and Yinglong (應龍). Yinglong (Or another dragon called Huanglong 黃龍) is said to also be the fifth member of the Four Holy Beasts/Four Symbols and the master of them all. Yinglong cannot ascend into heaven because he committed the crime of killing two gods. That's his connection to hell, according to proponents of this theory. That's an extremely loose interpretation of the story, IMO. Also the Four Symbols and the Four Spirits are supposed to be entirely benevolent. Why would they be the antagonists? Why would any of them besides Yinglong be in Hell? They literally live in the sky as constellations. And why would only three of them be on the cover? Shouldn't it be four or five? Cool theory but, ultimately, highly unlikely.
>Yamato Takeru
One guy said that the sillhouettes may be related to Yamato Takeru aka Prince Osu. Yamato Takeru is a legendary samurai whose tales were recorded in the Kojiki and Nihon Shoki. He hasn't been to Hell or Yomi at all. The main "evidence" for it being him is the fact that he killed a giant white deer god and a giant snake demon. When he died he turned into a god in the form of a white bird and flew into heaven. The guy said that the person on the right is Takeru with a samurai helmet or the deer, that the person on the right is Takeru's bird form and that the middle is either Takeru himself or a snake. Pretty shaky theory.
>Other Far-Out Theories
Some people suggested Circe, a Greek witch who turns people into animals (also a devout worshipper or daughter of Hecate) because of Hecatia. Others say Cernunnos, the Celtic horned-god of the underworld who appears to have mastery over all animals.

In the end it might be one of these figures or something else entirely, who knows. What's for sure is that new characters are coming in three days. This is the first Touhou game of Reiwa and hopefully only one of many more to come. So wait warmly, girls are preparing.

Not having a complete set wouldn't discount the four beasts because ZUN honestly has a ton of characters that are themed after something that's commonly part of a set, but not the rest of the set. Wily Beast puts us at what, roughly four of the seven lucky gods with Ebisu? That said I also would be surprised if they were the four beasts.
