I like shmups, EGL dresses, video game music, and even ZUN's art style, but I am not the biggest fan of Touhou simply because the setting isn't exciting to me. For its concentration of magic and youkai, Gensokyo is a fairly normal and boring piece of rural land. Why isn't it more eldritch? For me the most interesting places in Touhou are actually located underneath it. Could you explain what it is that people see in Gensokyo that they fantasize about living there or even consider it their personal paradise? Is it just that their favorite characters live there or is the place itself a big deal?

Gensokyo's fauna is mostly youkai. They aren't really weird however because ZUN likes cute girls. So the supposedly spooky creatures aren't really that spooky but it appeals to some people.

Use your imagination, make it the most exciting place in existence. Gensokyo (at least in my headcanon/perception) is the most beautiful and magical chunk of land that any human could wish to even just see. The most beautiful places on human-occupied earth rendered generic office desktop wallpapers in comparison (ironically, since they're already used for that). Why wouldn't Yukari have some eldritch pocket dimension just casually meshed with some random patch of forest? Some place that is an infinite lovecraftian expanse, that actually takes up no more room than a clearing for a birdfeeder would? Touhou is meant for you to carve out your own personal interpretations, understandings, perceptions, etc, and even those of people who's don't align with your's are enjoyed are experienced no differently than someone of one paticular Abrahamic religion might do the same with the beliefs, books, ideals, etc of another, because it all boils down to essentially being different versions or interpretations of the same base ideas.

The place being so usual for something right out of the 1800s is what makes it interesting to me. Anyone making doujins would need some know-how of history rather than making up generic fantasy stuff. Anyone who bothered to accurately self-insert would also have to take that into account.

There’re 10-meter-tall mushrooms, fantastic animals, upside down floating castle and other weird stuff.
If you’re asking why humans live such casual rural lives, it’s because Gensokyo is not an empire but the last shelter for yokai. While they do need incidents and tales to keep humans’ fears, it’s also important to make humans satisfied with theirs unchanged lives.
Official Touhou is like a slice of life series. It’s understandable to be “Nah, nothing meta-changing really happens.”
With that being said, you can always find your own Gensokyo in doujin (in before secondarieeeees) . There’re tons of shounen setting doujins, Daidara Diary for example. And there’s the infamous zounose with its black humor. Personally, I think doujins from fantasy engineering works have the richest world building, they combines sci-fi and fantasy perfectly.
