Does the lolicon debate (i.e. whether or not it constitutes pedophilia) exist in Japan or do people not care?

Depends on whether you're a normalfag. The term basically referred to irl schoolgirl fetishists though, before being absorbed by otaku. In art tagging, there's usually a separation between "loli" and "pedo" tags with "pedo" being what people would call toddlercon here.
Loli doesn't exclusively refer to prepubescents though, unlike how pedos in the west try to pretend it does, so there's not really much of a reason to hold that debate, unless as I said at first, you're a normalfag and think anyone who likes any (less than college) school aged girl is a pedo.

There are of course the 2D only, 3DPD types too.

That says "loli face", which is one point I was going to bring up. She's an oneesan with a loli face, hence ロリ顔の姉.It doesn't matter what the body looks like. There are oppai loli, adults with loli faces, etc.
