Did you literally forget last chapter? Clownpiece is working with Eternity and it was heavily implied that Eternity is the mastermind behind this plan. Hecatia has no reason to cause an incident. Heck, in VFiS she said she would protect Gensokyo. Clownpiece is simply being manipulated by Eternity. Hecatia is certainly not the perpetrator.

So for things currently we have:
Fairies getting turned into stone cherries, seems like a plot between etarnity, clownpiece and hecatia.
Reimu goes missing and her soul is wandering around hell with potentially kasen's arm.
Also the part of the hakurei shrine where mima was sealed got broke to hell and reimu faught shit there.
Also kasen is missing, has a direct portal to hell in her house and Tenshi is on the case.
My bet is yukari is pissed about this.

While both manga involve Hell it seems super unlikely they're actually connected and anything happening in one will affect or be brought up in the other. Since Reimu being in Hell isn't going to be important or relevant to anything in this manga it might get a passing mention at best.

Hecatia certainly isn't the true perpetrator here that's for sure, and it doesn't seem like Clownpiece would be part of the problem either. Alot of the reasoning for this is looking back at AFiEU, where ZUN made it exceptionally clear that Hecatia is on the side on Gensokyo, and so by extension it's reasonable to assume this for Clownpiece as well. Its hard to see her actions as being truly nefarious.
Keep in mind we also know that there is some conflict going down in Hell that we were made aware of in both manga, so maybe that has something to do with it.
