Actually, that art style originated in ZUN's Seihou and pre-EoSD sketches. You also seem to be implying it's superior to his modern art. It's not. He improved a lot.

The girl on the cover is one of the eight wise men. She was the killer, she was the pierrot. She was Justice Lawrence Wargrave AKA U.N. Owen. This all happened in Gensokyo way before Reimu was even born, by the way. Before the PC-98 era. As soon as she stepped into Gensokyo she became a youkai. The shrine maiden at the time (pic related) didn't really think much of this or cared at all. She just saw the blond girl walk outside of Gensokyo casually and that was that.

It's just a reference to And Then There Were None and Shanghai Genya. ZUN really loves mystery novels so he made his own short story to accompany his music. But it's weird how he made an new shrine maiden, instead of using Reimu. Since Shanghai Genya and And Then There Were None takes place half a century+ ago then it's reasonable to assume the same is true for Dolls In Pseudo Paradise. In fact, the murderer on the cover is wearing very old-fashioned Western clothing. And in one section the wise men have an opium party. Opium parties were popular from the 19th century to early 20th century, especially in China. Shanghai Genya takes place from 1910 to 1930 (the Meiji period). And Then There Were None takes place in 1930. So this takes place during the early 1900s, which means this shrine maiden is the shrine maiden before the shrine maiden preceding Reimu. Shanghai Alice of Meiji 17 was created for DiPP and remixed for EoSD. Meiji 17 is 1884. Considering that the story described the wise mens' opium party as "exotic", meaning they're not Chinese. Shanghai between 1849 and 1943 was occupied by the French. The girl on the cover is wearing a feathered hat, not uncommon for the French to wear at the time. Thus, the wise men were French people living in Shanghai that happened to stumble upon Gensokyo. They got into "paradise" by moving to a mountain in the east and entering a hole in a peach tree. This is a direct reference to Peach Blossom Spring, in which a Chinese fisherman goes finds a grotto of peach trees covering an opening in a mountain. In the other side of the hole, a paradise existed. There's a lot more but...

TL;DR This is all just one big reference to a bunch of books that ZUN likes.

If you can read Japanese, I recently found this series which is pretty interesting.
It's a serial murder mystery starring Kosuzu based on DiPP and in particular the short story associated with it.
I didn't check if there was a translation

The main riddle is almost as obtuse as the epitaph in Umineko, maybe even harder because it's not translated and requires knowledge of Hiragana instead of just rearranging roman letters. There are also references to the creator's earlier series, though you don't need to watch them to understand this.
