There are sudo databases, It's all in Japanese of course. There used to be an anon here that made informative charts on cookie characters but he gave up. You can also check an english resource on reddit[/spoiler ] but it has not been updated in a while and has been abandoned. I heard that someone else was going to make there own as well, but that was a while ago and I haven't seen anything come from it.

The inmu connection is what the other anon told you, the singer looks like Yaju.

That concert in particular gets attention because the guy in the pic you posted, who is a rapper called You The Rock, did a guest appearance at the show, but instead of just doing the one song he was supposed to do, he stuck around for the next song and did weird improvisations on it, so it was a bit awkward. I think he also got caught with pot and homos love a good scandal.

Started as a Touhou voice drama that piqued the interest of Manatsu no Yo no Inmu fans (the gay porn you see going around) and it spirals down from there.
To be honest I don't think I can explain well (cause I suck at it) but I could direct you to where to go to try to wrap your head around things

The Reddit wiki page is the best western source of information on Cookie, I've seen people disregard it because of the platform choice but I doubt there will ever be a better one, Kinbousei goes in depth at each character/voice actress, video, tags and even a bit of inmu stuff. This is the place to go to understand meta references and jokes whenever you feel like you don't get something.

Japanese wikis should be more informative but there was definitely a lot of work put into this one and it's very informative by itself, and let's be fair, it's much more than anyone could ask for if you don't know japanese (He spent around two and a half months working on it)
Stopped being updated been a year.

Also gotta remember that characters will be named after their voice actresses/actors so you will be seeing the same name attributed to more than one character once in a while. That and the same Touhou character having several different names attributed to them, for example RU, BNKRG, KNN and SNNN all being attributed to Reimu. Usually they're portrayed with designs/artstyles specific to them so it's not that much of a issue.

The last source of information for Cookie that I know of is a set of images some anon did about several characters and posted here but I haven't seen a new one in a while. They are pretty nice since they all contain pictures of what he's talking about so it's pretty easy to follow.
