It's literally implied in one of the Mystic Square endings that Shinki is lying about her status as a god. Oh yes and that was before the spell card rules, meaning that Shinki has canonically lost to a young Reimu. Let's not forget the fact that she literally burned down Makai trying to beat Reimu. Hecatia, on the other hand, rules every hell and is the leader of the yama. She has multiple souls in each hell and multiple bodies. Okina, on the other hand, is the Matarajin and is the embodiment of over 20 different gods and is also a creator, being able to conjure up yokai and Gensokyo itself using vitality.

What do all these endings have in common? That Shinki is either not a god or that she's an incredibly weak god. She can't even control her own people or beat a simple magician like Marisa. Yuuka and Mima beat her easily. So did Reimu. Hecatia and Okina are definitely stronger than her. So is Yukari.

Yes and Okina (and Yukari) have created Gensokyo. Hecatia is said to be the strongest by ZUN himself. Makai must have a hell and Hecatia controls that hell. If fucking Marisa can canonically beat Shinki in a pre-spellcard battle then that means Shinki is weak.

The Kishin wanted to make Hecatia support their cause but Hecatia didn't want that. The only reason they didn't force her was because she was too powerful. That is why she is an outlaw, she is too powerful to be punished. Hell is a meritocracy where those with power do what they want. Hecatia literally fucking says the reason she has so much freedom is because she's the most powerful.

Having the power to create a universe like Shinki has doesn't mean you're guaranteed to win face to face fights, like you can beat someone with nuke launch authority in a fist fight.

Wrong, ZUN and Yukari and basically everyone familiar with Gensokyo tell us that Gensokyo is a seperate realm from Earth. You can walk to where Gensokyo is supposed to be but you cannot find it since it doesn't even exist in the same plane of existence as our world. It is seperated with a border of fantasy. Yukari created that border and the Hakurei barrier (with the miko) and Okina created the interior of said border.

Makai is not a separate universe or dimension. It is a world that exists in the same universe as Gensokyo and every other realm in Touhou. And it was you who started that idea by claiming that Shinki's supposed creator god nature made her stronger than Hecatia or Okina. Shinki was beaten by humans and some youkai before spell card rules. She can't even govern her people. Three out of the four protagonists questioned her status as a god and Shinki just mumbled or sweat and didn't answer. Okina and Hecatia, real gods, are certainly more powerful than her.

While it's true that Shinki created Makai, it's also pretty obvious that she didn't just wave her hand and cause the whole place to just appear. Going by her dialogue, she seems to have created all of its inhabitants one by one. And they presumably helped her build Makai.

Because of that, it's easy to see why would she would at least consider herself a god. It's hard to tell if she actually is one though. If she is, however, her weakness could be explained by a lack of followers. Since even if she just rule 63 Lucifer, satanism isn't a particularly big religion.
